@Rioters; I have to question your decision making on these latest Harrowing Skins.

This is mainly towards the "Slayer" and . Because anyone can look/dress up like a Vandilizer, Punk-biker style individual for Halloween, but these skins dont exactly scream...Harrowing Skins. Honestly, Pantheon already got a pretty solid Dragon SLAYER Skin 5 months ago and Jinx just got her Lunar Revel Skin maybe 7 months ago? Hers respectfully worth 1350 RP while Pantheons is worth 975 RP(subject to change). Who makes the final ruling on whats considered for the Harrowing?

Dont get me wrong on the Zombie Skin because thats a great Harrowing themed Skin. Its just disappointing to see skins for the Harrowing this year used up on 2 champions who just this year got solid looking skins. I feel the creative skin designe team could have and still CAN do better than this imo.

Jinx and Pantheon's skins could come out at any time during the year and it wouldn't be weird.

Riot forgot that Lissandra Azir are great harrowing theme + they both didnt get new skins for far more than a year

As we've mentioned in one of the PBE posts, we're doing things a bit differently this year. We'll be posting an announcement soon that should clear up some things. :]

Who makes the final ruling on whats considered for the Harrowing?

When coming up with new skin ideas, whether it's for a group of skins, or a one off, we work together a as a team to ideate and come up with possible skin ideas. We'll then narrow down our choices and work together to agree upon a final concept, which is then modeled, animated, etc., and then shot out to PBE for player feedback.

While the time since last skin is taken into consideration, it's not the final call as to if we will/won't create a skin. For Pantheon and Jinx, we felt they were good candidates for 'zombie slayers', which is why they were the final choices.
