A New Way of getting rid of Low priority queue ( Riot if you can please Review.)

I honestly think, there should be two ways of getting rid of low priority queue. 1 is the normal way. Or you have an option to just wait it out for the whole queue. It would help a lot of people that want to get out of low priority queue and I think in general there should 2 options
