Can we vote for the next ultimate skin?

It has been some time since the last ultimate skin and I was wondering if it's already close to be done or we have a chance to vote as a community for the champion and maybe a theme like we had for Illaoi, it can become really interesting since it would be an amazing skin which was created by the majority votes of the community, I know what the rules said, but this is an unpredictable meta sometimes. Or at least we can start this after thenext ultimate skin, maybe we can see some sketches and spoilers about the next ultimate skin? By the way, maybe we can get a champion with a mechanical gameplay, easy to play, hard to master, like Riven, Katarina, Zed, Vel'koz, etc. Because last I checked I saw Sona which is kinda boring to play in my opinion, Lux which is acceptable for skill shots and Udyr which is good to make fun of enemies and meta stable, but there are still no mechanical gameplay champions.
