Can't Smoke out A Reload Button

Jihn and Graves both have very unique aspects but I feel that a hot-fix is needed. I feel if you walk to lane as either and you are low on ammo you give a small window where opponents can capitalize on that weakness. Even in the Jungle you should be able to reload if you go from one side to another.

-This is balanced as you would only be able to do this when out of combat

-Jhin wouldn't be affected negatively as he is forced to make calculated reloads when roaming: Mindset, Final shot or go in with four shots

-Graves Can't Smoke but I'm sure he Can reload when told to ...

-The key could be on the Hud like a kindred passive active when out of combat for more than two seconds
