So does Riot ever use anything from the C&C board?
Or is this more for the players to share art?

We have used player concepts to create skins before, such as Pool Party Ziggs, Astronautilus and Void Fizz!

We do skim the boards for ideas, and in fact, we have a place where we collect and save awesome concepts! When we go into an ideation for a champion, we'll pull up fan art that we have (as well as Googling 'cause there's a ton of LoL artwork out there) and see if there's anything that really hits home and makes sense for the champion.
While we may not create 100% of an original concept, we do take inspiration from fan art!
To your other point, everyone is welcome to share fan art of existing skins/champions as well! :3
The short answer: It's just for the community.
The long answer: Riot has repeatedly stated they aren't going to pull champion concepts from here. People will post to this champion or that champion, claiming it's based on some concept, but in every case Riot's work started before then or the similarity is only barely there.
