Riot please, make our day easier and make some, ( at least ) some skin cost RP.

Skins are pretty much their entire source of revenue. The day Riot stops getting paid is the day Riot stops releasing content.

If it is a basic recolour, such as:
Riot Girl Tristana
Shadow Prince Malzahar
and so on, it could be IP, but they would be worth something at LEAST 6300 IP per skin..
