You overthought that, or didn't think it through. But we understood what you meant: Make all or some skins cost Influence Points.

Skins are pretty much their entire source of revenue. The day Riot stops getting paid is the day Riot stops releasing content.

I could see with simple recolor skins having them priced at IP. But things like legendary, ultimate skins, or skins that took actual time and effort to make should always be with RP!
