PROJECT Loading screen cards?

How do you get the exclusive cards for the loading screen? It does not really explain it in the update page on surrender at 20, or if It did It was confusing xD can someone please explain?

They give it to you if you buy the skins during the first week of availability.

I'm wondering like.. If you get the loading screen card for like PROJECT Ekko. Can you disable it? And is it permanent? Please try to answer before end of event.
