Collective polls and stats have been taken to come to this conclusion, and it would only give people more reason to rage and complain, and is less punishable for abusive chat because it cannot be proven physically. It's not going to happen, just download TeamSpeak3 or Curse Voice if you need voice chat so badly.

The person who is playing lol for the game, wants to have a good result in the game and enjoy it. The Toxic players can have their own distribution in toxic games. (lower ranking, gamers for fun). What is the issue of talking to a person in real life. I cannot handle the algorithms of the game ( Riot Developers Theme), just throwing this idea for a reminding.
My Sea Cow1 votesThe problem with this is that there is no way to separate the toxic players from the normal players. If there was or riot was stricter with it then by all means I think it would be a decent idea.
There is always Skype and other voice options though. Not all players have a head set or microphone. Just think if 4 people are on the voice chat but one isn't because they have no way of using it. That single person would probably be ignored in the communication which isn't fair and definitely a disadvantage for the whole team.
Also another option that some would encounter is having a female in the chat. I'm a female gamer and I don't know if I like the idea of some random kid hitting on me via chat lol. It's happened way too many times honestly
