Which came first? Skin or splashart?

Usually the skin is "finished" first, and the splashart is added a few days later. This doesn't really tell us how it goes in production, and I doubt that the process is exactly the same every time.
As far as I know, the splash is usually based on the model, not the other way around.

I feel like they make concept art first to get an idea of the skin and then they're made relatively at the same time, but one does not have to be made first before the other.
