RITO Yes, we see your point here. Based on your idea, the [Q] ability could deal as much True Damage in maximum health %, as much Armor and Magic Resist the target has altogether!
No way a Rammus with 300 Armor and 70 Magic Resist could survive a 370% maximum health True damage.
her W can give a shield by dealing damage to enemy(only if in combat)
RITO This will be a hard task.. Champions usually deal damage to enemy out of combat. We need to re-write the source code for this one, but we will handle it.
