Why Not? i don't see anything wrong with them. Also we're talking about champions with only one skin each here and vayne has 7 skins and shen has 6 (not including base skins) Heck i don't play most of the champions on these lists and i think that they need some skins.

Because their kits don't fit the thematic. Take a look at the current PROJECTs' weapons, and notice that they're all related to physical items, most of which are based on potential weapons and items in the near future.

Zed's W is some smoke-based armor, which relates to his kit of using shadows. Some forms of invisible material have been made, which can theoretically work as armor similar to a certain smoke-based armor, allowing soldiers (or anyone, really) to blend in.

Yasuo's E is some piston thing on his sword which allows him to dash from enemy to enemy, not unlike using air pressure to propel yourself.

Fiora's Q I believe works in a similar fashion, using pressure to propel her in a given direction.

Now Kled. His Q is a fucking bear-trap on a rope. His W is just him shanking the fucc out of his enemy, and his E is Skaarl dashing in a given direction. His base Q could hypothetically work in the PROJECT world, but that's about it. His ultimate? Don't even get me started on that. It wouldn't make sense in the world of PROJECT, not to mention that most (if not all) the current PROJECT skins have been for human (or at least, once human) beings. How the hell would Skaarl work? A Battlecast Skaarl? Nah. Skaarl holds nothing beneficial to the actual thematic of PROJECT. PROJECT skins are for certain types of champions, not filthy fucking Yordles. #DeathToAllYordles

Taliyah. Her Q is throwing rocks. Cool particle concept, but it also does not fit in the PROJECT/Battlecast world. What would she throw, hard-light constructs? If we wanted a Neon Strike Taliyah, that'd be cool. Her passive? What would she ride, a hoverboard? Her W. Once again, perhaps some sort of mines, but even that would not make sense in the PROJECT universe. PROJECT is a blend of magic and science. Humans and tech. Throw away your humanity, and accept the future. Mines would be too primitive for Viktor's designs. E? No. Once again, hard-light constructs are non-existent in the PROJECT universe. Energy and magic are the only things, and even then, the magic parts (Zed's control over Shadow magic, Yasuo's wind techniques, Yi's Wuju Style) are converted into more technological things. Smoke-armor, force-fields, and plasma-blades. However, I would not be opposed to a Program Taliyah, as that would work. The Program skins are far more advanced than the PROJECT ones, meaning that they can easily fit Taliyah's kit.

Now, Kayn. Shadow Assassin would be Kayn rebelling against Viktor's programming and taking control of his full body. He has the kit to reflect it. His Q would be a dash most likely similar to Yasuo and Fiora's, his W would be the energy from his scythe, his E would be turning into some energy to phase through objects. His ultimate, like Zed's Death Mark, would have him phase inside someone's body (not a sentence I'd ever see myself type), and rip his scythe through it (if that IS what he does).

Rhaast would be Battlecast, taking over Kayn's humanity, and submitting completely to Viktor's will.

Shen? He's literally one of the most requested PROJECT skins. His spirit blade can easily be a hovering... energy sword... that propels itself towards Shen in his Q. His W would be a force-field akin to Yasuo's W. His E? Yasuo's E. His R? He could be him transforming into energy to traverse the map to his ally's location. Not to mention he'd be the perfect opposition towards Zed, rather than Ashe.

Vayne? Her kit literally screams cybernetic hunter. Her Q is a tumble, which the PROJECT skins can do regardless of magic (Ekko), her W is stacking Silver Bolts, which can be represented by energy rods, her E could be an inverse of Yasuo/Fiora's air-pressure, where rather than propelling Vayne, it propels her enemies back, and her R could activate an Overdrive where she can stealth herself.

Kled simply does not fit within the thematics of cybernetic soldiers, and neither does Taliyah. Taliyah can work as a Program skin, however. Kayn, Shen, and Vayne are the top three candidates for new PROJECT skins, next to Diana, Quinn, and Riven.

Vayne and Shen need skins farrrrrrrrr before Taliyah or Kled. Especially Shen. Kayn is the only one I could see waiting a year or two before getting any skin.
