I think they should re-release it, since it's so rare.
it was only aviable for pre-order edition of lol in like 2007 or something. its a extremely rare skin but if you fork over like a couple 100 dollars (by couple i mean 700+) to someone whose legit still has the code then you can get him. outside of that riot will probably never release him just like they will probably never release pax jax and pax tf again.

I've seen almost all rare skins once, either on my team or on the opponent's team. Which includes:
- Black Alistar (seen him once).
- UFO Corki (seen him twice)
- Manatee Warwick (only once)
- Silver Kayle (seen her twice)
- Pac-Man Jax (seen him once)
Only rare skins I haven't come across personally is Human Ryze and Pax Twisted Fate.
I have Pax Jax and played against a Riot employee with human Ryze. Havn't seen Black AListair since the update though and only one before. Seen several Pax Tfs. Saw alot of UFO corki and MAnatee Warwick back when I joined before season 1 during Shen's release.
Saw a Silver Kayle either earlier this week/last week, and had a Pax TF in our Nemesis Draft match earlier today.
Pretty sure i've seen Urf Rider Corki and Manatee Warwick as well but not for awhile.

I have silver kayle, UFO corkie, Urf, and these were released a long time ago.. I still have my CD and box for League of Legends, and still have all the first gen Riot point cards, giving those skins out wouldn't make use oldie feel special anymore :[
