You know how you que up potentially different positions? what if when you picked fill, the second box could show up, and you could designate that one as a position you specifically DONT want to play. fill, but not jungle for example
Absolutely everyone would pick "fill, but not support" and then we'd have to wait 30 minutes for a game.
Already been proposed, already been explained, it's not going to happen.
They actually tested out something like this about a year ago on PBE, and it just didn't work out so they never released it.
