They are a business and must make money. However, they have released the "Hextech Loot" system which allows you to acquire skins at no monetary cost to you. They don't have to give anybody anything for free, but have created a pretty decent system to do so.
If you ever find that certain content is not worth your money, I recommend not purchasing it.

I hope you realize that you don't have to spend money on this game at all right? It is completely free to play but other features like skins cost money or you can just get chests by doing good in games and you can get them for free. I've gotten many free skins that I still use. Plus, riot has rewarded summoners with riot points in the past for different reasons.
This is why the game should be pay to play...
