Champion idea (the brightful)

This champion, the brightful, is the embodiment of light. I dont have an idea on how he will look like, but mostly white.

Lv1. - Lv.up Health: 530 +90 Health regen: 7 +0.8 Attack speed: 0.641 +2% Armor: 25 +3.7 Magic resist: 30 +1 Movement speed: 550 Range: 450 +5 (because his attack damage cant increase, his range does)

Pasive: Its attack is a bright flash in cone of 45 degrees and around 450 units far. This attack deals no damage, but gives the champions, monster, minoins and towers a stack of brightness. These stacks last for 5/6/7/8/9/10 seconds, an brightness attack resets this timer. (Numbers above are for level 1/4/7/10/13/16)

Q: He calls upon his light and activate all his current active brightness. This damages them with the following amount (B = brightness stacks): (50/55/60/65/70+B+70%AP)*B magic damage and consumes all de brightness stacks. cooldown is 5/4.8/4.6/4.4/4.2 seconds

W: He chooses an enemy to capture in his lightform. He targets an enemy and stuns the enemy for 0.8+0.B seconds with a max of 2 seconds (for every brightness stack the enemy gets stuned for 0.1 sec). This consumes 50/40/30/20/10% of the brightness stacks, rounded up. (so if there are 5 stacks, its gets stunned for 1.3 seconds and consumes 3 stacks). cooldown is 11/10.2/9.4/8.6/7.8 seconds

E: He challenges his speed and goes as fast as light. His movement speed increases to 1000 for 0.3/0.4/0.5/0.6/0.7 seconds, and cant be slowed. (stuns, nockups, etc. still work, only hard to hit). He leaves a trail for 4 seconds that deals 130 + 75% AP magic damage on impact. cooldown is 20/18.3/17.5/16.7/15 seconds.

R: He cast a circle of his current range, enemies are slowed for 35%/45%/ and can only be cast if there is an enemy in range. He charges up and deals damage equal to (200/300/400 + 80% AP + (Active B)10)(1 + 0.(seconds charging up)), with a max of 5 seconds, the charge ends automaticly if there are no more enemy champions in range. It deals 100% to the closesed enemy, 60% to the second and 20% to the third. The first half of a second of charging he becomes invulnerable. Cooldown 100 seconds

Im not sure about the numbers, but you get my the idea.
