Lets all Try to get Riot to make a Joker Shaco skin
It be cool if they made a skin for him like that maybe called Gotham Joker then have another skin called Gotham ( place champ here) for batman what are your thoughts?

Copyrights, how do they work? Things like this have been asked for a long time, and while it would be nice there is good reason why it hasnt (and probably will never) been put into action. Big companies like DC, Marvel, Disney, etc hold on to their IP very, very tightly. With games like this a skin that vaguely represents their IP will have some sort of action taken place. Case in point Smite (another MOBA) had to take a skin off their game, and rework it because it looked too much like Catwoman. Same could happen to League if they pulled that. its better to be safe than sorry. When bug companies like that sue they go in hard and make sure you cannot come back from it.
