Any news/ updates on item sets?

I see a lot of streams with costume item sets and I was not sure how they got them. Are you able to create item sets on the new client? If so how? Or do people download third party stuff for that? If so can you give me a safe link, thank you.

Theyre comin in patch 7.10. Also any you had in the old client should of tranferred over
