You've obviously seen this somewhere. It was posted in 2014 which means that you're probably not considering it Riot. Take a minute just to admire this. Honestly I love it sooo much and I'm sure the artist does aswell. Plz I need that skin almost as much as slayer jinx. 
There are a lot of fan arts/skins very few of them even make it and when some of them do they are completely different such as Arcade Riven. Riot is to busy giving fans what they think they want instead of what they want. Look at Dragon slayer Swain. Nurse Soraka and pool party skins. Riot seems to be scared to even throw a female character in a 2 piece bikini. There are great skins here and there but...so to many miss instead of hit. The slayer Jinx/Pantheon skin tbh was horrid for Halloween. It was more like cosplay for Mad Max.
