Champion Concept: Codin, Born of Stone

Anyway, to the actual champion. Codin was designed to be able to switch between two roles, being good but not great in both. Most of your time will be spent as a spell-slinging mage who sits in the middle of an enemy team to do sustained damage, but he has the option to switch into an assassin-like character who fuels his spells with his own health. Originally, the concept was supposed to be more bruiser-like in both forms/stances, but I just liked this better. I know he walks a fine line that may not even be possible, trying to be a balanced yet playable champion that can be both mage and assassin, but I felt like it was worth a shot. So here we go!
Lore Codin was not born with his name he uses... nor was he born the way he looks. The stone covered figure others face on the Fields of Justice is much more mysterious... and terrifying... than the man it used to be. Codin himself offers no answer to any questions about his past, although this may be due to the fact he, for the past 8 years of living on the surface, has only been heard chanting the verses to a long forgotten prophecy. Millennia ago, the civilization of Shurima thrived and prospered over the guidance of many benevolent and wise rulers. Within this kingdom was born the man who would be come to known as Cyrillus Axcra, a mage who served the courts of one of the most revered emperors of all: Azir. Cyrillus was, as a child, constantly finding himself absorbed in scrolls and stories, tales of Shurima and the world, fables and reports of the other civilizations. He showed extreme adeptness at remembering every word of every scroll he could find, and, given time, he grew up to be a young man who was the equivalent of a walking library. His mind was focused on lore-keeping and protecting the sacred truths of tales, for the stories he read inspired him to be like the heroes in them. His awe often fell upon living idols as well, such as the Ascended brothers Renekton and Nasus... if only he could become like them. In his late teenage years, Cyrillus found his second calling: magic. It was only a matter of time before his scrolls provided some ritual or some spell that he could cast. Once more, his memory aided him... he found a grasp on these spells that was only matched by his desire to delve deeper into them. It was not greed or egotism that drove this mad quest to imitate the heroes he loved. It was the wish that one day he would be in a story that would inspire someone like him. Cyrillus' infatuation with spellcraft and loretelling led him into the courts of the emperor, which at the time was the young and foolish yet well-meaning Azir. He quickly proved to be a mediocre diplomat and advisor, but well enough to be kept around... and well enough to draw attention. Xerath was the first to learn of Cyrillus' indulgences in magic supposedly locked away. In times when magical energy seemed to drought, the mage turned to another resource to fuel his spells... blood. Cyrillus used his own life essence as a gateway into the arcane, a technique he read on a scroll kept hidden for a reason, one he had stolen to learn the secrets within. And so Xerath branded Cyrillus a threat to the empire. Despite the mage never actually doing anything wrong or traitorous with his magic, or using others' life energy for his own spells, the wit of Xerath was all it took to convince the court of his "danger". So it was that he was ordered to be executed, and it was not going to be a death by a headsman's ax. The mage was drug unto the tallest volcano in Valoran, the excessiveness insisted upon by Xerath, and tossed into it. At last moment's breath, the mage cast a spell on himself intended to encase his skin in stone. The spell worked, but it had a downside. Since the mage couldn't escape the pit, he simply had to wait, using magic to sate off needs like hunger and thirst. So, he kept himself entertained, singing to himself a chant he had read as a child, one that took weeks to completely finish. While imprisoned, Cyrillus took up the name of Codin, the name of the Champion in the story. Eons passed before the lava had hardened and wore away enough to reveal the edges of the mage's makeshift defense. The mage rose, the stone he summoned to protect himself now hardened and part of his body after all those years. He wandered for many years, until he came across the Institute of War... a chance where he might learn of the past he has forgotten so much about. Now he fights, his trusty spells beside him in an eternal combat.

Abilities
Passive - Thrice Sealed
Every third attack, Codin deals bonus damage as well as an extra effect based on his current resource.
Every third attack, Codin deals 30/40/50/60/70/80 (+ 20% Ability Power) (+ 20% Bonus Attack Damage) additional Physical Damage and either heals Codin for 4% of his maximum health if Forbidden Magics is active or slowing the target by 20% if it isn't.
Ability One (Q) - Verses Unsung / Blood Unspilled
Codin begins murmuring the Chant beneath his breath, sharpening his mind and focusing him on the battle while granting spell bonuses. If Forbidden Magics is active, his chant instead bursts him into a rage, granting him attack bonuses.
Verses Unsung (Toggle) - While active, Codin's spells deal an additional 1% damage for each 1% of his missing Mana. 10%/8%/6%/4%/2% of the damage Codin deals while this is toggled on is drained from his mana as well.
Blood Unspilled (Toggle) - While active, Codin's basic attacks and spells deal an additional 1% damage for each 5%/4%/3%/2%/1% of his missing health. Additionally, Codin gains 1% critical strike chance for each 1% of his missing health.
Cooldown: 2/2/2/2/2 Seconds (for both) Mana Cost (Verses Unsung): 25/25/25/25/25 Mana per Second Health Cost (Blood Unspilled): 15/15/15/15/15 Health per Second
Ability Two (W) - Stone Bleed / Wreak Havoc
A wave of stone echoes out in a circle from Codin, dealing damage and slowing. If Forbidden Magics is active, Codin instead burrows beneath the ground before reappearing behind target enemy while damaging them.
Stone Bleed (Active) - Rocks spread out from Codin over the course of one second, dealing 70/100/130/160/190 (+ 70% Bonus Attack Damage) (+ 60% Ability Power) Physical Damage to enemies and slowing them by 25%/30%/35%/40%/45% for 2 seconds.
Wreak Havoc (Active) - Becomes untargetable for 1 second as Codin travels to an enemy, dealing 30/50/70/90/110 (+ 30% Attack Damage) (+15% Ability Power) Physical Damage.
Cooldown (Stone Bleed): 10/9/8/7/6 Seconds Mana Cost (Stone Bleed): 70/75/80/85/90 Mana Range (Stone Bleed): 350 Units Cooldown (Wreak Havoc): 17/16/15/14/13 Health Cost (Wreak Havoc): 40/35/30/25/20 Health Range (Wreak Havoc): 550 Units
Ability Three (E) - Shattershard / Bane of the Meek
Codin launches a stone projectile at a location, shattering when it hits the target location or an enemy champion and dealing damage to all nearby enemies. If Forbidden Magics is active, Codin instead sends out a shockwave of stone in target direction, stunning and dealing damage to all units hit.
Shattershard (Active) - Sends out a rock spear at target location, shattering when it reaches the intended location or upon hitting an enemy champion. All enemies caught in the blast radius take 70/105/140/175/210 (+ 40% Attack Damage) (+ 60% Ability Power) Physical Damage.
Bane of the Meek (Active) - Fissures the ground in a line in front of Codin, dealing 10/30/50/70/90 (+ 80% Bonus Attack Damage) (+ 35% Ability Power) Magic Damage and stunning all enemies hit for 1 second.
Cooldown (Shattershard) - 8/8/8/8/8 Seconds Mana Cost (Shattershard) - 60/55/50/45/40 Mana Range (Shattershard) - 625 Units Shatter Radius (Shattershard) - 200 Units Cooldown (Bane of the Meek) - 9/9/9/9/9 Seconds Health Cost (Bane of the Meek) - 50/50/50/50/50 Health Range (Bane of the Meek) - 400 Units
Ultimate (R) - Forbidden Magics
Codin passively gains a bonus based on whether Forbidden Magics is toggled on or off. He can toggle the ability on to gain access to new abilities and uses his health as a resource while on. Forbidden Magics is available at level one and does not require a skill point to use.
Passive (Toggled Off) - Gains Ability Power equal to 2.5%/5%/7.5%/10% of Codin's Attack Damage.
Passive (Toggled On) - Gains Attack Damage equal to 2.5%/5%/7.5%/10% of Ability Power.
Forbidden Magics (Toggle) - While on, gains access to new abilities and uses health as a resource rather than mana. Codin is silenced for 1.5 seconds after toggling the ability on or off.
