Granted i can understand the 'zeal' for a champion to get 'better skins', your basically doing the same shenigan as someone just thinking up inconsistent skins which might just simply end up flooding the 'archetypes' of skins that Riot has done a good deal of embracing on so they can make several champions in a 'set' of skins and not get wierdly disjointed stand alone skins that especially might be awkward unless they fit a nice design (Like Hyena Warwick).
If Illaoi were to get a skin of that 'tier' she would need it to be legendary just to be able to 'fit well' with a skin that would match up to a 'ultimate' skin, like how pulsefire caitlyn is going to be in a similar situation with pulsefire ezreal.
It would make sense for a champion who has ties that fit theme'atically with Sona to match it to begin with, such as maybe 
. A 'beat stomper Illaoi' would fit more like some rapster party sort of champion then some super awesome party sort of design which Sona's ultimate skin feels like the kind of skin she would be in for a very big sort of music party/concert sort of thing.
