Is it possible to implement and option for lane selection in ranked; similar to fill where you specify the one lane you dont want to play. I dont know if this exists already but why not make it so if you select fill you automatically get an extra ip boost maybe 20 or 50 per match a reward system.

The only problem I can see with rewarding people for filling is the idea that people will select "Fill" and then just goof off, since they're getting a bonus for it anyway. It shouldn't be something you should get a reward for doing - just like I shouldn't get a reward because I'm forced to play an off-role.
The game has multiple positions - if you're going to play one of the highly-contested ones, you should know at least 2 other positions well enough to be competent at them (AKA not feed).
