[Champion Concept] Keegan - The Phantom of the Black Mist

Please keep in mind that this is a rough concept and the "lore" was put together using mostly information from the League fandom wiki and right now exists only to explain the abilities. The numbers are estimates and subject to change. Also excuse the lack of art, because my drawing skills are nonexistent. So without further adieu, let's get started. Just a quick FYI: The bold quotes are meant to be The Phantom.
Role: Support (Engage)
Abilities:
Passive: Touch of the Black Mist
Keegan's autoattacks apply a mark to the enemy. To consume the mark, the enemy must be attacked again 4 times. One of the attacks must be from Keegan and another must be from an ally. When the mark is consumed, The Phantom attacks the enemy, dealing magical damage, slowing and disarming them. The mark expires 6 seconds after being applied. The same enemy cannot be marked again for 10 seconds, even if the mark wasn't successfully consumed.
Damage: 30 - 250 based on level Slow: 40% - 70% based on level Disarm: 1 second from level 1 - 6, 1,5 seconds from level 7 - 10, 2,5 seconds from level 11+

The logic behind having both Keegan and an ally have to apply a stack is to keep him from solo laning.
Q: Strength of the Mist
Keegan can grab an enemy in melee range, dragging them along with him for up to 4 seconds. During this time, The Phantom's energy is transferred into them. Keegan is slowed and grounded. The enemy can attack, but is also grounded for the first 2 seconds. If the enemy uses a movement ability (dash/blind/etc.) or Keegan is stunned/displaced/suppressed they are automatically freed from his grasp. If Keegan drags them for the entire duration, The Phantom's energy bursts out, dealing damage. If this ability kills the enemy, the last assisting ally receives the gold instead. For each 2 seconds the enemy is dragged, a stack of Touch of the Black Mist (P) is applied.

I also wanted to add an option to grab a minion and throw them, creating an impact zone and dealing damage. However, that made the ability feel a bit overloaded to me.
W: Kidnap
First cast: Keegan marks a nearby spot, creating a pool of the Black Mist. This spot lasts for 8 seconds and starts decaying after the second cast. He has 4 seconds to perform the second cast. If he doesn't perform the second cast, half of the mana cost and cooldown is refunded.
Second cast: Keegan marks an enemy with his Touch of the Black Mist (P). If the mark is consumed a pool of Black mist appears under the enemy and Keegan changes into The Phantom, dashing to the enemy and dragging them through the pool back to the marked spot. The enemy can leave the range of the marked spot to remove the mark.
Cooldown: 25/23/20/18/15 Mana cost: 120 at all levels

Now this was the real problem. Right now I have a second form of this ability, where Keegan would have to mark a second spot on the second cast and drag the enemy into it with his Q and only trasporting enemies that had the mark consumed on them in the last 5 seconds. However, it feels like that would be nearly impossible to pull off without some additional mechanics. One that comes to mind is giving Keegan a large window between the casts, allowing him to place the spot right before he starts dragging the enemy.
E: Phantom Membrane
The Phantom covers Keegan's skin for a brief duration, granting him damage reduction.
Damage reduction: 25/30/35/40/45% Duration: 4 seconds at all levels Mana cost: 40/45/50/55/60 Cooldown: 10/9/8/7/6

R: The Phantom
Keegan changes into The Phantom, becoming invisible and gaining bonus movement speed. During this period he requires only one autoattack or Strength of the Mist (Q) to consume Touch of the Black Mist (P) and the range on Kidnap (W) becomes global.
Duration: 10 seconds at all levels Movement speed: 60/70/80% Mana cost: None Cooldown: 90/80/70

I was debating whether to make QSS cancel his Kidnap (W) and only return him, so please also leave feedback on that.
Stats
Health: 550 - 2100 Mana: 300 - 950 Armor: 45 - 115 Magic resist: 34 - 60 Attack Damage: 60 - 115
Keep in mind these are extremely rough estimates.
Now for the "lore". Feel free to skip this, I just felt like his abilities needed some justification so I put this together.
Lore
Keegan was a sailor from Bilgewater. Most of his time he spent on the sea, hunting the great beasts from the depths. However, he was always intrigued by the beasts behavior. He always kept notes and recorded as much as the harsh sea allowed. For that he was always a valued companion on these hunting expeditions. One day, the ship was caught by a raging storm, with no option to turn back, the sailors bent every effort to surviving. The storm, however, was not the worst thing to come for them that day. The Black Mist slowly crept towards the ship, it's tendrils making their way on the deck. In panic, sailors started jumping off the deck, hiding within the ship. Keegan and a few other sailors managed to escape the ship on a rowboat, with the Black Mist in pursuit, all hope was lost. Enveloped by darkness, Keegan sat in the boat in silence, the others that were with him, nowhere to be found. But suddenly, a strange humanoid shape took form in the seat in front of Keegan. One of the wraiths from the Black Mist. However, he was not there to kill Keegan, he was there to offer a way out. Keegan would hunt those who manage to escape the Black Mist and in return, he will live. And so, the skills that he once used to track and hunt down beasts, he now used to hunt down humans.
If you actually read the lore, then I hope that you survived the cringe and my poor writing skills. And while you may find some similarities cough 
_ cough_, I hope that this champion is original enough to perhaps spark some interest.
