Add "Are You Sure?" when you "decline" to a match making acceptance

I've requested a ticket for this on the Rito Games Support page but it wasn't somewhere the development team would see it. But adding an "Are You Sure?" when you decline a match will be very helpful to misclickers(like my gold 4 self) and locking yourself out of queue for several seconds. Get this heard and made into existence in patch 9.23!
