New champion idea

I've come up with what I think is a good idea for a hybrid champion. For his look, he'll dual weld short swords and have light armor.

For abilities. His passive would be for every X attack damage he'll gain X cool down reduction and for every X ability power he'll gain X attack speed. His Q would be a poke kinda like Yasuo's but it deals % health damage based on ability power and heals him 10% + X attack damage.

His W would be a cone attack that deal alright damage based on ability power but also have a passive that it is not effected by cdr but instead gets its cooldown reduced from basic attacks.

His E would be a dash that deals X ability damage and slows if you hit an enemy champion with it.

His R would be a straight cast about the length from the outer mid tower to the other outer mid tower, its width would be about a third of the size of the width of the lane getting narrow after the half way mark. It would have a flat amount of damage from where its cast to the half way point it also will have a knock back effect against enemies, after that half way point the damage gets higher as it gets more narrow and instead of a knock back will have a knock up effect.

I would like to see him be built best as a hybrid champion with items like Hextech Gunblade, Guinsoo's Rageblade, Nasher's tooth, Youmuu's Ghostblade. But he could also be built to be full AD or full AP so well.

Seems very simple. You should try to develop this idea further and see what you end up with. What's special about him? Why is he able to use long-ranged AOEs? What does he really use? Who is he in Runeterra? What are his goals? What drives him? Etc.
