Might be because she is getting a gameplay rework,so if they animated some flashy effects for her abilities now,then they'd might have to do them again when the rework is finished.
But I think the most likely reason is that she has a skin in the works,but it is either not finished yet,or it is going to be tied to an event(a pirate fiora could for exmaple be released for the upcoming bilgewater event)
dont play fiora.
