Victorious Skins

_Okay, so many people probably mentioned this before, but I have not seen it myself so I thought I'd just give a suggestion and see what people think. _

So, everyday new players sign up to play League of Legends. And many people get into ranked to see other people who have played past seasons using a Victorious Skins such as Jarvan IV, Janna, Elise, and Morgana. New people to the League of Legends do not get the opportunity to get these skins because they did not participate in past seasons. Every season there is a new Victorious skin awarded to the players who achieved Gold or higher and became eligible to receive a Victorious skin of their own. Riot does sell or give out any Victorious skins, they are impossible to get if you did not achieve Gold in past seasons or did not participate in that season whatsoever. I have spoken with some people who main these champions (Jarvan, Janna, Elise, Morgana.) They replied to me saying "I wish I could have a Victorious skin, but I joined during Season 4," I think you get the point. My suggestion would be to still make these awesome Victorious skins, but if some people want Victorious Elise or Victorious Jarvan, give them the chance to choose between getting a new Victorious skin or picking an old one every season. I myself would like Victorious Janna skin ,but cannot receive this skin due to the fact Riot thinks these skins should be special and they have every right to think that way. I just feel that I wouldn't want the next Victorious skin due to the fact I like Janna way more than any other champion currently. Hopefully I can some people can relate with me.
