Wouldn't it be nice to have skins you can add for the maps, most notably Summoners Rift? Like Medieval, Winter, Fall, Spring, Haunted, Volcanic, Tundra, Project / Mecha, Night time the possibilities are endless I would just love some variety in the style of the map if there aren't gonna be new maps I hope Riot makes this an option.
Riot has no issues with a program called Wooxy. You can download, upload, and use custom skins you or other players have created.
This applies to champion skins, announcer packs (IIRC), map skins, and other customizables. The only thing this program "tampers" with is client-side aesthetics. It will not improve or hinder your gameplay, all will be the same except for the skins you changed.
I've used Wooxy multiple times and never have I had a problem with Riot banning me, and I've even asked around if this program is an acceptable Third Party Program, and like I said, Riot doesn't have a problem with it.

I also like your suggestion of having some fit their other themes like Project & Mecha (I would lump Full Metal and Battlecast in there as well)

Riot explained that they do have that in-mind. They said if they are gonna make skins for sr, they want to make them perfect, and that's something that will take a lot of time. For the time being, you can use custom map skins using wooxy, it is allowed and you won't have any problems with Rito.

Rather have a new map, since it's been a couple years and they haven't brought back the winter theme. Perhaps that volcano map is a possibility now that mobility is everywhere.
There is something called the custom skins, lol. But i know riot used to add winter rift map in league.
I would actually like map skins based on lore. like we can have a shurima theme map or a noxus map
The thing is; its incredibly hard for Riot to do this because when they made the new summoners rift map, they painted it, so they can't just slap on new textures without everything looking wonky. They'd essentially have to Re-do the entire map, which would take as much as work as the original and make sure it didn't cause any gameplay distractions.
It would be much to difficult, for now if you want a different theme I'd suggest using fan made Map Skins (Although they aren't the best quality, they're still pretty cool)
