Why hasn't riot made a ''level 30 booster pack'' yet?

So making a new profile is quite common for free games like league, but when experienced players make new profiles, they're automatically better than everyone else that they're with and against. People who make new profiles hate having to grind for so long to level 30, and the #1 complaint among new players are all the smurfs, and a lot of new players actually turn away from the game entirely because they rightfully think the game is being unfair towards them.

Making a level 30 booster won't solve this entirely, but it would still help a lot, and there are plenty of people who would happily pay multiple times for such thing.

so why is riot not allowing their players to spend their money this way?
