Medieval Twitch and Grey Warwick questions

So I know Refer A Friend is down, and the intent is to have Medieval Twitch and Grey Warwick available at 5 and 3 referrals that hit level 10 respectively, but I have a question about the current state of the referral system.

Will referrals that have hit level 10 in the system downtime be retroactive and count towards the referrals needed once the system is back online? Also, what about accounts that have something like 10 referrals already? Will they just automatically have access to those skins when the system returns?
