This is the new priority 1 list

Then comes the Priority 1 champs that were recently bumped down like Shaco KogMaw Udyr

Then maybe Olaf gets looked at. He exists in a weird place where he's old enough to be janky but not janky enough to be a problem before others. Basically it will be some years...

My guess is that Pantheon Rammus Volibear DrMundo Nocturne Mordekaiser are going to be the next VGUs for 2019 and later. And is already indirectly confirmed by Meddler and Reav3 to get his VGU for 2019.
