It kinda looks pretty similar, and seeing how both usually jump in the the middle of the fight, it could be pretty confusing telling the others apart.
I can see how this might be confusing, but an easy way to tell them apart is that one is surrounded by energy and the other is currently bashing your face in with a lamp pole.
Remember that Jax will rarely be in that pose.

I think your overthinking it.
I think the way they move and the animations and spell effects will make it very obvious which is which.
If two players are intentionally playing the two characters the same way, closing to melee range to autoattack, I don't think they'll do well enough to warrant an investigation.
That being said, I already have trouble hitting the wrong target with my abilities sometimes, so having a valid excuse would be in my interests. This is all just my opinion of course. Take from it what you will.

I don't know who he is, but I know one thing, he is definetly not Jax.
This is gonna happen with alot of champs most likely, but when the only person to point it out before now asked for a solution, he was summarily ridiculed.
