Add a sort of overheat thing in chat

Similar to pings. I feel messages should have a certain limit to how many you can send in a specific period of time since most people use it for flaming nowadays since pings are easier and quicker to get an actual communicative message off. I feel like if people send to many messages there should be something like a "Cool down, you've sent too many messages" considering there's no limit to how many messages can be spammed.
