[Champion Concept] Phanthur
Phanthur, the Undead King something like this for his looks:

Lore: (im not good with lore, and honestly if this champion even has a chance to be looked into, i think riot and their employees have really good Lores so... ill leave that to them, he basically is a Cursed King, with amazing Fighting Capability)
Role : Tanky Duelist/Assassin He will have a Scythe in his back and a Spear on his Right hand. 600 base hp 175 base Range 400 base energy 60 base AD + 3.2 345 Base Movement Speed Regular Armor Regular MR regular Melee atk speed
(uses a Scythe, or Sword, whatever is better for his looks)

Passive:
Oblivion Soul.
This Champion recovers 5% of his Maximum HP, each time an ability or an auto-attack empowered by the Undead Horse ability hits an enemy Champion (Stacks up to 20%,), against minions recover 1% of your Maximum HP (Stacks up to 4%)
Q: Death's Strike (cost 80 energy) 16 sec. (-1 sec per level up) (the Hit range will be like a Darius Q, but only half) (while moving) Phanthur reaches to his Scythe on his back (0.5 sec animation,) and will execute a very heavy blow in midium Range, dealing 20/40/60/100/150 (0.6 AD) + 6% of the Enemy's Current HP (+1% lvl up) Slow the Champions hit for 20% Regain 20 Energy, also lose 10% of this ability cooldown per enemy champion's Hit.
W: Plague (cost 120 energy) 25 sec. (-2 sec per level up) Phanthur releases a spiritual burst around him dealing 60/80/100/120/140 Magic damage (0.3 AD) and marking the champions hit with with the Plague Mark. If Phanthur auto-attacks this champion his AD and AP will be reduced by 21%(+1% per lvl up) for 1.5 (+0.5 second per level up) (more than 1 auto-attack will add extra seconds on the mark)
E: Undead Horse (22 seconds) (140) (will only go on cooldown after the charge Phanthur Summons an undead horse, and gets on his back (2.5 seconds summoning the horse), for 10 seconds, you will gain
- 30 movement speed (+ 5 per level up) your next autoattack you do will have + 100 range and deal a bonus 20/30/40/100/140 (1.3 AD) Magic Damage, and pierce your target with your spear, making you Untargetable for the piercing duration.(only applyies once, on your next auto-attack, but you will still have the bonus movement speed from the undead horse)(this ability will follow the targeted until its reached) (Like Kled's E with a bonus) (while mounted he can activate other abilitys)
(Recast this ability (charges for 0.5 seconds),to recover 60 spent energy and send the horse in a indicated location) dealing 50% of the Death's Charge! damage, but Rooting enemy champions hit by the Horse's charge for 1.5 seconds (50% of Hecarim's ult Range, and 70% of his ult Width, and same mechanic, but isntead of fear, Root)
**R: Death Sentance. **(no cost) (120/110/100 seconds cooldown)
After 1 second Phanthur can Empower one of his Ability's in 5 seconds, whatever ability is Used will go on cooldown for their original duration. If this ultimate is not used in time, or it is canceled by pressing R again, 90% of its cooldown will be refunded. (A Mark of a skull will be above Phanthur's head, when this ability is available to use, and it will have an Aura effect if its activated)
Q: This Ability Cooldown will be reduced by 80% for the next 6 (+1sec per lvl up) seconds (this ability empowered will apply Item's on hit effect, just no critical strike) also Death Sentance's (R) cooldown will be reduced by 30 seconds (+ 10 per lvl up) (Also for Animation purposes, the scythe will be in his hand until he is out of combat for more than 5 seconds, but he will still have to wait the 0.5 seconds in between Qs)
W: This Ability will have double the Damage and range also Marking champions hit with the Plague mark, but now Phanthur Spells also will refresh the duration, their AD and AP by 50% (+ 5% per lvl up) for 4 seconds. seconds (Death sentance's cooldown will increase 10 (+5 per lvl up) seconds for the rest of the game each time this ability is used)
**E: **This Ability will make the Undead Horse last until 2 (+1 per lvl up) basic attacks are applyied on an Enemy Champion, but Capping your attack speed to 0.80 (or whatever Riot thinks is more balanced) (while in Undead Horse, your basic attacks against turrets will deal 50% of the bonusdamage to structures and you dont Pierce through Structures or Big Monsters) this ability will still apply the Untargetable and movement speed effect for the 4 Auto Attacks, and Critical Strikes will now apply to the bonus damage, only during Death Sentance.
(Recast) (Death Sentance's Current cooldown increased + 30 sec) (charge for 0.5 seconds and release the spell) This Ability will have increased range and Width (Literally Hecarim's R Range and Width) , and instead of Rooting the enemy champions it will stunn them for the duration and deal 150% damage from the Death's Charge primary ability effect.
