Champion Concept: Piltover "Batman"

While I actually have no idea of what his abilities could be, I had the idea that this character could possibly fit into the lore.

Because of Jinx's rampage for the sake of making things interesting, it's been said that she's caused Piltover much hell. The said character could think that the law of Piltover isn't doing enough for stopping Jinx, or he could have some bigger rivalry with Jinx, so he takes a vigilante stand by making a handy, techmaturgical belt to stop Jinx in anyway this character can. Of course in most cases where he confronts Jinx, Caitlyn and Vi will both be there to stop her. This would cause more conflict since the vigilante isn't exactly working for Cait and Vi. This Vigilante could be the closest person in Piltover to actually stop Jinx with his belt, but because of Caitlyn and Vi not approving of him, he would never be able to actually deal with her. I'm not saying this man has to be a completely Batman replica, but he could have the, "I have this belt that does some really cool stuff." As I said, I don't actually know what abilities he would have, but I thought he could make a cool AD assassin.

I am heavily sleep deprived while writing this so this all may be confusing or just plain stupid. What are your guys thoughts of this concept? Do you think this could make a cool champion that has a pretty cool spot in the lore? I'm okay with all sorts of criticism and opinions. :D

Edit: While Jayce is kinda like this, this character would portray the dark side of this, people of Piltover except for Jinx, Caitlyn and Vi do not know who this character is. Jayce is the Iron Man of Piltover while this character is the Batman of it. This character wants to get rid of Jinx for his own personal reasons and to try to gain fame in Piltover, but he has gained resentment towards Jinx because he can't catch her and he resents Caitlyn and Vi because they both don't appreciate him helping and thinks he's doing nothing more but interfering greatly in every situation.
