Freljord zoning support concept
Here's my concept for a Freljord support that's focused on zoning and lock down named Ylkia.
I had way too much time so I just typed this up. All numbers aren't final and are just there to give an idea.
Passive - Empty Steps
Every spell Ylkia casts slows herself by 20% for 1.5 seconds. Additional spell casts refresh the duration and the slow stacks. After 3 spell casts Ylkia goes teleports to the location of her cursor within 550 range after a second and nearby enemies are slowed by 10/15/20% for a second and her slow is removed. This has a static cooldown of 20 seconds.
Thoughts - This is meant to act as a limiter to her zoning potential, as to get in range for her Q in W combo that leads to an E she exchanges movement speed for that free flash basically.
Q - Hoarfrost Shell
Ylkia creates a shell that absorbs 80/120/160/200/240 damage + 0.6 AP ratio. After 0.5 seconds Ylkia can press Q again to destroy it dealing 60/85/110/135/160 magic damage + 0.4 AP ratio and applying a 25/30/35/40/45% slow + 0.03 AP ratio.
Thoughts - This is meant to be Ylkia's first maxed ability, if she uses it to shield against poke she loses all reliable damage, and like-wise if she uses it to poke by casting it on a minion then she becomes prone to poke due to her passive - this emphases her weak early-game. She can uses it on ally junglers however to help ganks. Late-game she can cast it on a initiator for a chunk of damage and a free slow, helping her other slow team-mates to get into the fray.
W - Glacial Spiral
Ylkia creates a Glacial Spiral after 0.5 seconds which is a zone that slows enemies within by 16/20/24/28/32 + 0.02 AP ratio. Glacial Spirals have a 10 second duration. She can store up to 3 charges. Ylkia can only have up to 3 Glacial Spirals in the field. The slow from these Glacial Spirals stack. If Ylkia's Hoarfrost Shield hits a target on multiple Glacial Spirals they are rooted.
Thoughts - This ability is meant to be unreliable without her Q if she wishes to engage, making it hard to use offensively in laning-phase, especially where if you rush in a hard-engager can perhaps stun your ADC for more damage. However it can also be used defensively late-game where there is usually a large distance in the distance between your ADC and the enemy initiator.
E - Rime Rune
Ylkia creates a Rime Rune, if an enemy is on a rune for 1.5 seconds they are stunned for 1.5 seconds and are dealt 70/110/150/190/230. Rime Runes have an infinite duration. If the enemy is on the rune again they are stunned for half the duration and are dealt the full amount of damage. Ylkia can only have 2 Rime Runes on a field at a time.
Thoughts - Meant to act as a huge zoning spot, if placed near your ADC late-game it helps deter hard-lock downs against them as they'll probably get stunned.
R - Iceborn Chant
Ylkia chants for 1.5 seconds, during this around her enemies are slowed for 20/25/30%. If uninterrupted all Glacial Spirals are turned into Icebergs, which act as walls and enemies on-top are knocked-up for 1 second.
Thoughts - Mainly used as a distraction I imagine to help your ADC suffer less CC while you do.
Ylkia's laning phase is meant to be atrocious, as her lock-down is hard to use on a single-player especially if they have dashes. Her passive means that if she tries to shield an ally in the laning phase she'll become very vulnerable to poke. If she stays back her other skills can't be used as their ranges is quite low. This means that she's especially vulnerable against champions like

who can attack her/her ADC at the same time and can pressure her during her early game.
Against sustain champions like

she cannot fight back due to their CC such as silences if she tries to dash in or knock-ups so they can disengage.
Mid-Lategame however she truly shines however as she creates massive zones for the enemy to get to her ADC and if bruisers/tanks try to lock her ADC down they need to constantly avoid Rime Runes, and if they don't focus on her with their CC while she channels her ult she becomes a huge nuisance and one that can turn the tides of a team-fight.
As for lore I'd imagine that she'd be on Lissandra's side, an Iceborn that has amnesia, and one who thinks her only ally would ever be Lissandra as a result, probably being manipulated by Lissandra to help achieve her goals and is led to believe that Ashe and Sejuani are her enemies. Her goal is to probably try and make people Iceborn so she isn't alone any longer.

Ylkia makes a human model, impales it and transforms it into a frostborn shape.

Casting Iceborn Chant: I shall be alone no longer! Let the frost embrace you! Let it creep in! Silently. Quietly. Embrace it! My kind will accept you!
