Dear all Riot Employees

To alleviate the issue of the same toxic player getting permanently banned over and over across multiple accounts, such as as myself, instead of permanently banning a specific username, instead, ban the physical e-mail address and block access from creating more accounts under that email address. It won't do a whole lot of good since its easy to create another email account anywhere but this would be a step in the right direction in reducing the toxicity across League as a whole.
