Jinx Sister?
I really like this, i think some of her abilities are op, but we can tweak it a bit. And then maybe this champ would be a possible thing.

Some interesting ideas. I like the art. Goldsteal is not really fun.
Interesting concept. Bayonetia inspired??? However the Passive and the Ult will never be part of any champion.

I like the ult concept a lot. It would be neat if it could be somehow incorporated into the game.
That's pretty cool! I actually always wondered what if we had a champ who could use mind control on the enemy?
Except to make it less hard and op.... I made it so when you mind control a certain enemy, they uncontrollably or randomly attack their own teammates IF near. If there are no teammates they can attack their own turret or own minions. (And yes you would get credit for it.) It will be like just automatic and it wouldn't last long enough to make the game bleh toxic I don't know? I need to expand my vocabulary. You cannot actually control the enemy or where they go or what spells they use.
I dont like this being Jinx's sister under one condition.

Thus, her sister needs to be FREAKING INSANE!!!!
Otherwise not a bad idea for a champ, but seams more like a hairstylist who stole the power from Kill La Kill.

Passive is not so broken. Assume it's by a very small amount. Like you steal every 0.1% or something.

Seems pretty cool. But I don't like the chance to blind them for a few seconds thing. How is that a passive anyways?
