Puppet Master Azir
(Warning; This may not be as descriptive as a lot of other skin concepts, as I just thought of this skin when listening to Thriller - Michael Jackson and wondered about this year's Harrowing skins)
The main theme for this skin is to be as creepy as can be, skin wise, for this year's Harrowing! Besides, we know Rito can make splash art creepy (cough, cough, Sewn Chaos Orianna, cough, cough)
Azir himself is displayed as a "featherless" version, and is just a human instead of the god he is. (Love you Shurima 
) He has a small blackish tophat, with a unbuttoned red and black coat, and a white undershirt. He also has black dress pants with exaggerated pockets, and a pair of black or red (either works) dress shoes.
Each puppet he summons has a unique theme with each model, here's my average example that I've come up with;
Passive His "Tower", will appear as a circus like tent inflating until it is completely up, For it to shoot champions and Minions, it will have a small gem sapphire like gem on the top of the tent.
Puppet 1 (Or Soldier 1) is a Model of Garen in puppet form with his trusty sword in hand, and much smaller to fit his puppet. He also has strings attached to his blade, wrists, shoulders, feet, knees, and whatever else Riot feels is necessary to add. His expression shows him horrified, as if he just saw his life stolen away from him himself, with a gaping mouth. His eyes however are cold, they seem to just be in a dead stare of what was his last sight before he was taken away. (Supposedly)
Puppet 2 (Or Soldier 2) is a Model of Katarina in puppet form with one her daggers (slightly enlarged), and also slightly smaller than her average model to fit the size of her puppet. She has the same string locations as Garen, except with the addition of her stomach as well, since she is much more flexible as an assassin. Her expression, is much similar to Garen's as well, simply put as shocked. Her mouth is put quite the literal O on the puppet (Unless Riot wishes to make it more detailed), as her eyes are slightly closed as well. (Think of it like this, she couldn't believe what she was seeing at the time.)
Puppet 3 (Or Soldier 3) is a model of Master Yi in puppet form with his sword in his hand, which is uncovered to show it's pale and devoid of life. This puppet can stay the same size unless it causes some issues, as Master Yi isn't that large height wise. His strings are actually the same as Katarina's, I imagine both of them are very flexible from what they do in-game.
Animations His animations in this skin are unique to his other skins, just like Super Galaxy Rumble.
1.His spawn animation shows one of the 3 puppets slither up to Azir's face, as if communicating with him for a moment.
2.His walk animation is his classic walk, but with a slower pace, and larger steps.
3.His Run animation is him gliding over the air with one of his puppets behind him. (Think of it like, he's flying a kite, but a lot a creepier.)
Ultimate For his ultimate, Instead of rising from the ground like his regular Sand Soldiers would, multiple puppets with strings seeming fall from the sky with their arms out and shove enemies in the specific direction or basically, act like the regular ultimate.

**Taunt ** "Have you come to fight, or to join the family?"
Taunt 1 (Towards Garen) "Have you finally accepted your new life, Might of Demacia."
Taunt 2 (Towards Katarina) "You have your poisons and knives, I have... Imagination"
Taunt 3 (Towards Master Yi) "Wuju Style has failed you Yi, come rebuild your life."
Joke Shows him talking to himself with sock puppets
Dance The puppets shrink down, and he makes his puppets slightly dance. An example for this, as it's hard to describe, is this; https://www.youtube.com/watch?v=xvVf2H_CYSs He also makes the current puppets that are out dance along instead of summoning another smaller version.
That's all I really got at the moment, it took me a while to think of how I would do this, but I don't know how create the model myself. I would also like to think it's creative as well, as I haven't seen a idea for this yet. Please comment what you think, and maybe this might be a thing!
