[Champion Suggestion] Tsang, Weaponsmith Extraordinaire

Tsang hails from the western parts of Ionia, and has earned the reputation of the world's greatest weapon smith throughout his career. His crowning achievements include creating a specially designed hextech infused shotgun for Malcom Graves, the blade that makes the wielder feel exponentially stronger: "Infinity Edge", and his own personalized hammer and anvil.
Passive - Crafting: Tsang carries around his personalized Hextech infused hammer and portable anvil with him, taking up one slot in his inventory and cannot be sold. When activated, Tsang can either select one of his other items to upgrade, or an ally. If activated on his own fully upgraded item, it will give that item an extra passive effect. If activated on a teammate, the teammate chooses from one of their own fully upgraded items to upgrade. Upgrading an item costs one half of the cost of the item itself in materials. The Anvil cannot upgrade itself, as it is already 'perfect; in Tsung's eyes. An item can only be upgraded once, and is a permanent effect unless the item is sold. (On self, costs Tsang gold. On ally, costs ally gold. Gold is taken after Crafting is finished.) While Tsang is upgrading his equipment, he will be stationary for [X] seconds. While upgrading an allies', both him and the ally will undergo this effect. This effect can be canceled by simply moving. If Tsang reaches rank four with his ultimate, Masterwork, he can now upgrade equipment for free. Still must wait until the effect finishes. *Will go over every single final tier item and a possible upgrade for each near the end of this post.
Q - Hammer: (Active) Tsang slams his hammer down to an enemy within direct melee range and dealing physical damage to the target. Forged : While under the effect of Forge, using this ability reset's its cooldown on successful hit.
W - Forge: (Toggled) Tsang turns on the built in forge in his hammer, making it red hot and giving him the "Forged" effect. While Tsang's hammer is "Forged" his basic attacks deal [X] amount of magic damage and his other abilities have other effects. Forge drains mana while toggled on.
E - Hexitize: (Active) Tsang temporary tempers his equipment or a nearby allied champion or tower with Hextech, giving them increased defenses. When used on self or allied champion: Grants 10% Armor/Magic Resist bonus for [X] seconds. When used on allied tower: Grants shield for 10% HP until shield is removed/tower destroyed - Limit of one tower at a time. (Also works on Azir's Sundiscs.) Forged : While under the effects of Forged, Hexitize can also be used on enemy champions, and large jungle monsters which lowers the target's defenses by 10% for [X] seconds.
R - Masterwork: (Passive) Over the time of the match, Tsang will continue to work on making a masterwork piece of equipment. After *50 minutes of gameplay Tsang will upgrade this ability a fourth and final time. This passive gives Tsang increased stats across the board each rank. *A fourth rank will be achieved only upon a match reaching 50 minutes or more in length, giving him even more increased stats and an upgrade to his passive, Crafting.
