Oculos - The all seeing - The Immobile assasin -- [ Champion Concept ]
Oculus The monolithic being of vision, said to have bestowed light upon the first star in the cosmos. And to have given eyes to the first among the human race. Living within every visionary being, and seeing through there eyes, he beholds the light of his own gift and hides in the shadows of the unseen world, The void. Only to pass his being on through the vision of the limitless beings throughout the cosmos.
Oculus was a fragment of the entire creation of the infinite all, giving form to the thoughtless void riddled with schizophrenic voices and visions. Bestowing upon all of creation, the gift of form, and recognition for ones own existence.
Not much is known about this being, He resides in the void plane of reality, existing beyond the surface of the cosmos, the outer shell of the darkness we look up upon. Bestowing vision onto many beings as they make there way onto the material plane.
It is said that before one is brought into a physical existence, oculus bestows the soul with one eye for the consciousness to journey onward into existence.
Oculus is one of the many parental beings responsible for the creation of life within our foreseeable cosmos. Oculus is also the one who shows those who are mortal, there past , present, and future destiny within the last known moments before death until they are brought higher into the non physical planes of existance. Oculus is nothing more, and nothing less of a visionary.

Oculus can only be seen through the minds eye, he has no physical form other then then that of what the seer creates themselves. Therefore he has an infinite number of forms, and may represent identity in the idea of physical appearances itself. He has been known to look like an angel or a demon, Even a tree and an animal. sometimes even the doppelganger of ones own self.
His power is limited to what can be seen with the mind, and does not extend into the physical plane in any way. But of the limitless nature to the mind, it would seem Oculus power is in return also infinite.
Those with keen spirits, and guarded minds can fend off the intentions of oculus and block him out.
But give into fear.. and oculus will rend into your mind like a dagger to flesh.

Kit and game play strategy:
Oculus is the first immobile assassin in the game, designed to do high damage, and be a very high priority target. Thanks to his passive he will be very difficult to distinguish during multiple player engagements.
His main priority is vision, and control of that vision. He will farm with his Light within, killing minions while trying to slowly catch enemies off guard with his snake like moving light. But like xerath he will be slowed for the majority of the time, leaving him vulnerable as he searches through the enemy jungle for opportunities for invasions. Although unable to efficiently kill this target on his own, due to slow base movement speed, he will rely on his allied jungle for assistance.
His main priority in game is to farm safely while seeing onto the map for possible enemy ganks.
He has little to no engage if the target is at full HP. Oculus has a specialty in counter engagement, and team engagement. But no engagement of himself specifically. Unlike other assasins.
During team fights Oculus can choose to open with his ultimate while doppleganging alongside a team mate of low priority, like a tank or a support. Or he can try to circle his light within around the enemy team from the side lines, catching players off guard, rooting them and dealing significant damage.
If Oculus can manage to get close to a target, he can use envision to deal more significant damage, but will put him at great risk due to the lack of an escape.
It is through careful management of map awareness, and gameplay mechanics that oculus will shine in mid lane. Playing unsafely will lead to an unfortunate demise.
Similar to Viktor, and xerath Oculus is a very dangerous long ranged mage. But if played correctly, will also become a very difficult to deal with close ranged assasin.
Combos:
Oculus is mainly a counter engagement assasin. Meaning he shines when an opponent incorrectly engages you at close range, and underestimates you.
When opponent comes into range, cast envision for the blind. Which will give you enough time to cast the light within, to slowly follow into them and root them so you can get away safely. The light within cannot be seen while blinded but is very difficult to land as is easily dodged.

Oculus slows target enemy by 10%/15%/20%/30%/40% for 1.5 seconds, Or blinds them for 1.5 seconds. Depending on missing health. If they are above 50% hp they are blinded, if they are below 50% HP they are slowed. If they are above 50% hp they receive 100/120/130/140/150 Damage + .3% AP as magic damage, and +10% of there missing health as true damage. 15/12/9/8/6 Second CD Range: 150 Units

W: Remote VIsion
Oculus creates a Unit controllable orb of light, that lasts for 5/10/15/20/25/ seconds. The orb can be remotely controlled to give vision to distant places, but also reduces the vision radius around Oculus while the orb is active and slows Oculuses movement speed by 10%
Oculus can detonate the light, dealing a small amount of damage and creating vision in target area for 10 seconds ( Similar to ash arrow )
E: The Light within {Skillshot} Oculus fires a flash of light from his crowned eye, that slowly follows the cursor for 4 seconds burning everything in its path. If the light manages to hit a target, it is rooted for 1 second and takes 80/140/200/220/250 + .6% ap magic damage. 20/19/17/16/15 S CD

Oculus reveals the fog of war from the map for both sides for 1 second. enemies who take damage during this duration will take 50/70/100% bonus magic damage and become marked as truly seen for 5 seconds. Unable to evade through the fog of war. 180/160/140 Second CD.
