I think the skins page is really empty when sorted by Tier

When you sort your skins by tier, I think the idea is that you should see all your best skins, but currently it's the opposite unless you own a large amount of Ultimates and Legendaries. I made this quick concept of how I think it could look, if you have any suggestions, please let me know!
