Is the ULT skin not going to happen this Season?

Its been quite a while since SGUdyr was released. Do you think they're taking their time to make the next ULT skin even better than SGU and PFE? Or they will just not release one this season before it ends? I WANT TO SPEND MY MONEY ON RITO! I am starting to lose hope checking PBE and the front page of LOL.com for any teaser. OR COULD IT BE THE DARK SMOKE FOG THING =0=
