Chromapack question/thought

Love the idea of Chroma packs, glad Riot is getting around to it, my thought / question is, some of the older champions essentially have alternate skins that are color swaps. For instance Kennen, Swamp Kennen, and Deadly Kennen don't have any significant change between them other than color.

for the skins like this, would these existing skins be combined into a Chroma pack for Kennen? (with the assumption then, that either people who bought those skins would get RP back or else get the chroma pack for free) or are these going to be kept separate and each would have various color schemes? (so maybe swamp has different swamp tones, deadly has various strong aggressive tones, and base, random pastels)

Note this isn't just about kennen, just using him to illustrate my point as there are a couple of other champions with older skins that essentially are recolors.
