I believe it was just there for decoration

It looks more like a depiction of the two groups that the sides of Summoner's Rift are based off of. See how they're similar to turrets, but actually look like people?

Who did you think actually built the fortresses?

Wish I knew. All we've got to go off of is the stag and owl motifs. Based off of that (and the design of buildings on the rift), we can assume that the blue side emphasized order and control, while the red side preferred freedom and purity.

See the differences between the nexus on the blue side and the one on red side? Blue side has their nexus crystal carefully shaped, then chained down. The red side nexus crystal looks natural, almost raw in comparison, and is free-floating.

Interesting observations.

Of course it's all guessing. None of this has been confirmed anywhere.

I always liked the red side better!

It looks like the rift had two sides that once respected each other. Notice the kneeling/bowing of the people in the middle of the two turrets? The two sides had a falling out and this symbol of their peace was destroyed.
