Shen rework
Hello there, I am a Shen main whos been maining him ever since he got reworked. I have played him before that and i am familiar with his old kit. I want to suggest a minor rework for him which should balance him out in both pro play and solo Q.
Why Shen needs a mini-rework: Shen's prevalence in pro-play has hurt his solo-q performance. While every main would love to see their champion picked by pros, it is not worth it when that causes him to get weaker and weaker in solo-q. Shen's ult has too much strength in the hands of pro's which has caused the rest of his kit to be less useful. I want to return more power to his kit while balancing his ult.
In this post i will address: I The issues with Shen II The idea for the rework. III Why the rework would fix him. IV Why Shen's kit shouldn't be reverted.
I Shen primarily has 2 issues:

Shen's global pressure with his ultimate makes him have too much pressure for a weak early game champion. Shen's ult is also supposed to be a defensive tool used to protect low health allies from across the map. Not to ult a full health ally and gank the enemy team. Having a Shen on the enemy team is like having 2 junglers especially in pro play when instead he should be using ult to counter-gank.

Shen's Q is his bread and butter damage ability. It is a low-average cooldown ability that gives him %max health magic damage on his next 3 auto-attacks and is definitely a tank killing ability. However, the damage from this ability falls off extremely hard once the enemy tank gets any MR. Furthermore, Shen player buy Titanic Hydra(TH) and use it to burst down squishies instead of dueling tanks. Shen can only mostly duel tanks early-mid game when the tank doesnt have MR. After that his damage falls off. Even 100 total MR is enough to reduce magic damage taken by 50% which seriously hurts Shen since he doesnt have much damage in his kit apart from his E. (TH doesnt count since this point is addressing his kit not his items)
II Rework:

Buff Shen's passive shield ratio to 17% bonus health ratio from 14%. If it is too small of a buff then it can be increased later.

Two changes to his ult: i) Ult shield value is buffed to 400/650/900(135% AP). It no longer scales with the allied champion's health.
ii) Shen cannot ult an ally above a certain max health health (40%/70%/100%). This means that at rank 1 Shen cannot use his ult on an ally above 40% health and so on.
- 4 changes to his Q: i) Whenever Shen uses his Q, his next 3 basic attacks do NOT benefit from any bonus attack damage and any physical on hit effects. What this does is make Titanic Hydra not synergize with Shen since he wont benefit from the bonus AD or the on-hit effect it provides.
ii) Shen's non-empowered Q on hit effect against champions will be : (3/3.5/4/4.5/5% (+1.5% per 100 AP) of target's maximum health) as bonus magic damage. Against minions and monsters, he will deal an additional 20-60 flat magic damage based on level.
iii) Shen's increased magic damage on-hit effect (when his spirit blade collides with an enemy champion): (3/3.5/4/4.5/5% (+1.5% per 100 AP) of target's maximum health) as bonus TRUE damage.
iv) Shen's Q has new passive: Shen's base attack damage against enemy structures is increased by 70%.
III Why the rework would fix him:
While i know that many Shen mains might complain that the changes to his ult takes away his power to snowball other lanes, it is still necessary.
Firstly Shen's ult isnt even supposed to be a gank tool, it is a counter gank tool which it is better at. This will also make him picked less at pro play
and thus allow us solo Q Shen player more power.
Addressing the changes to his Q, these changes will make Shen mains no longer build Titanic Hydra on him which takes away a few things but the other
buffs compensate for that. Because of how well Shen abuses TH, he can nearly 1 shot squishy champions which makes it more difficult to add power to
his actual kit. With the buffs to his Q, he will have more last-hitting power under tower (ref. iii) which is something many Shen mains want since currently
you cant last hit under tower in the early levels even if you start longsword.
Thirdly, his empowered Q will deal 5% of opponents max health in true damage which is really good against tanks. While the current 6% max health magic
damage is ok, it gets reduced in half as soon as the enemy tank gets 1 MR item and its all downhill from there. So while you lose damage due to not
being able to buy TH, you can now shred through tanks. Shen will have more dueling power since now you can skip TH in favor of Warmogs which will
synergize with the passive buffs and still hurt tanks even in the late game. Check out this Shen rework gameplay trailer:

Phreak even says at 6:20 mark that Shen is supposed to be good at other tanks.
IV To all the Shen players wanting the old Shen back, just check this out: http://leagueoflegends.wikia.com/wiki/Shen/History You will see why Shen's new kit is clearly superior. Shen's old W Feint was always maxed last for obvious reasons, and it was useless since it didnt even block a full auto-attack from even a non-adc late game. Many Shen mains rightly considered a waste of energy. The new Shen W blocks a ton more damage and is a lot more useful. Shen's old Q would heal you for 4% of your maximum health which is definitely better during the laning phase. But remember now that enemies have easy access to grevious wounds which would hurt this healing. On the other hand, the new Q has more CC, provides more damage, and provides greater defensive after the laning phase. It simply scales better. Also, the Spirit Blade mechanic is not as clunky as it is made out to be. Similar to how adc's attack move, Shen needs to move after every attack to position his Spirit Blade for an empowered Q. Shen's new kit has made him the highest skill cap tank in the game and his is far more interactive than before. While his ki-strike passive gave him more damage to squishies, his new Q and passive gives him more damage to tanks and makes him tankier. Even with the removal of TH as a viable item, Shen will be better than before.
Please consider this rework suggestion with an open mind, coming from a Shen main who wants his champion in a balanced but viable spot.
