For those league players who are toxic, getting your account banned is a huge setback. Alot of time and money goes into the account. Instead of completely deleting the account, why not add in a way for these toxic players to redeem themselves, taking action in the league community and spend time helping new players, not only to better themselves, but to try and get the account they worked so hard to get to

Riot tried a reform program called the Level 20 Challenge a few years ago -- it failed miserably in such a large percentage of the cases they tried it in that it was discontinued. They now give many warnings before a permanent ban, and the account that is lost is the penalty for failing to listen to those warnings.
That old saying about "old dogs" and "new tricks" is an old saying for a reason.
