suggestion to balance the rankeds

I have a suggestion to make, which I think will help balance the rankeds. When you throw a new champion or give a rework it always comes very strong, even after you try the PBE ... what I suggest is that - when you do that the champion will be banned from the ranked +/- a month until it becomes "normal" so it helped immensely to balance the game :) what do you think about that ?
