WHY STILL NO SANDBOX?????
How many skins do people have to buy for us to get a sandbox mode, or are they scared we'll just make a better game?? We gave you what you wanted(billions and billions of dollars) Now give us what we want SANDBOX MODE

While something like that would be cool, Riot probably won't be releasing it while the code of the game is still a massive pile of spaghetti.
They've been working on it (which has caused some of the more...interesting bugs we've had this year), but they probably still have quite a while to go.
Pretty sure there was an Ask Riot or something about it, but the short was they won't make one because they want people to play the main game rather than having a mode where they can do anything in the world. Even practice tool doesn't offer everything.
