Purgatory league (Toxic player solution)

Basically, Ban system does not really work. Some use it, some just don't care anymore and etc.. What I suggest instead of suspending account for time (not those who are banned for life) to add to Purgatory league or que. Basically seperate division or something to match up with same fallen players, which you have to get out and honored in some way. Basically it will enforce players to be nice or funny or something to get good honors (you have to do better then honor anyone) and they still gets to play, if riot is correct then most games are won also by being nice, not just being good at playing. So people will be nice or be stuck in purgatory forever playing with bad people. Also this concept is kinda for players, who actually want to flame. Because it is getting annoying and to soft some times. Maybe it will bring some fruits odd concept but worth a try i gues. Simple concept. Most of system are created so implementing should not be hard i think.
