League of Legends Voice Chat idea

I have read that the Voice Chat will be getting implemented to League of Legends but only for premades. I understand it is because of the toxicity of League of Legends' community which is understandable because League of Legends has one of the most notorious communities in gaming. So a lot of the time we will be hearing people scream, flame and what not.

So the idea I thought of is instead of making voice chat only available to premades, rather make it available to people with level 4 honor or above. Because they are people who have already proven they can have a good attitude. This will also motivate a lot of people to maintain good behavior for voice chat because truth it will be very convenient!
